Among the Prime Ministers several administrations public contentions is the salary adjustments to teachers and public officers. Today, in the budget presentation, Prime Minister Dean Barrow says that government will come through and this salary increase is on the way for teachers.

“Teachers and public officers with this budget, this budget Mr. Speaker are receiving the nectar of a not less than 5% of salary increase on top of the annual 2.5% increment, all together this translates up to around 34 million dollars more that this government is finding just this year alone for its employees. Truly 2014 is a sort of anus mirabilis, a year of miracles, under this United Democratic Party government, unfortunately notwithstanding government extra ordinary munificence there seems to be in some quarters in gratitude sharper than a serpents tooth but we will not allow that to rain on our grand raise of pay parade.”


According to the Prime Minister, they are planning on following a specific framework to achieve this salary adjustment.

“Under the proposed frame work for salary adjustment for the public officers, teachers and senior managers the committed to applying 50% of the difference in actual recurrent revenue performance between successive fiscal years towards an annual salary raise with a first such raise to take place effect on 1st April, 2014. Will happen in July retroactive to April 2014 and this framework is a three year framework.  The concept is Mr. Speaker, that public officers and teachers which share in one half of the incremental increases, which increases should occur not only because the economy is growing but also a consequence of redoubled efficiency and collection efforts on the part of the public officers while this proposal did not meet with the full concurrence of all those comprising the staff side curing the negotiations and in particular the leadership of the BNTU, the government maintains that it is fair and generous and all that government can responsibly do.”

Prime Minister Barrow says this is a risk for the government as it is making a permanent commitment against what can be a temporary rise in revenues but for this year at least there appears to be an increase of almost 44 million dollars between fiscal year 2012/2013 and fiscal year 2013/2014.
