Also discussed at the press briefing that was held yesterday in Belize City was the issue of the increasing tension at the Sarstoon between Guatemalan Armed forces and the Belize Defense force with the most recent being this past Saturday when according to a release issued by GOB Guatemalan armed forces acted in a hostile and aggressive manner towards the BDF and the tensions between both militaries are at an all-time high. The issue was discussed during the meeting held in Washington between the Belize and Guatemala delegation after much insistence on behalf of Belize. Yesterday during the briefing Elrington was asked if the rhetoric from the politician’s and the military commanders in both countries is that they believe in peace, why is there aggression on the part of the Guatemalans? Here is the Minister’s condescending answer and reiteration of the Government’s position that the Belize Territorial Volunteers are causing the tension to rise.

“It’s a serious answer. In sixteen years, I am told you had ten incidents, nobody dead. In less than ninety days—no it’s five years now—you know how many people have been killed in Syria? Over three hundred thousand, in sixteen years, we haven’t had none.”


“Yeah but that is Syria; this is Belize. Sir the last release from government is telling. After the incident in the Sarstoon where government is saying tensions is at an all-time high. We are getting that message from government which is talking about threatening actions and hostilities, but then we come into this forum and we are getting a totally different message. And this is where I think the Belizean people are getting confused because we don’t understand what is happening. Maybe you can explain where is the threatening….I’ll go by the government release, the all-time high tension in the Sarstoon, the hostilities…where is that coming from?”

“My understanding is that a series of incidents started maybe about two-three years ago when the territorial people started going there, trying to demonstrate their patriotism which is commendable in certain ways. But as far as I know, it is since then that we have had word…certainly the public has had word of contact between naval people and civilians. Historically we have not had that—as far as I know—as far as I know, with such frequency. But it seems to have been a reaction to certain action. Every action has a reaction.”

As to a solution to this age old dispute, Elrington says that an agreement has been reached between both countries to resolve the matter in the most peaceful manner.

“We boast both of us, emphasize that it was imperative that there would be peace and that the good will must continue between us in the sarstoon, that was absolutely none-negotiable and that we would take and must take all necessary measures to diffuse tensions and avoid confrontation in the sarstoon, both of us agree while the procedure works its way through hopefully to go to the international court of justice, discussions were commenced  briefly in Washington and will continue right after the Easter holidays to ensure that we come up with a proper formula to ensure that there is no confrontation and we will have the Foreign Ministers, myself, the Guatemalan Foreign Minister, the General, Belizean General and other support staff, the objective is really to work out something tangible to ensure that peace and tranquility will prevail in the region.”

On the matter of amending the referendum act to make the poll valid with a simple majority; Elrington said they will make recommendations to the cabinet to that end.
