The negotiation between Belize and Guatemala for a Sarstoon Protocol has been ongoing for several months, and the last that we heard from the discussions was that an agreement was expected to be drafted by the end of the year.  During yesterday’s press conference Prime Minister Dean Barrow spoke on the issue stating that the process to establish a protocol was halted by the Guatemalans who are awaiting the result of the investigation into the death of 13 year old Julio Alvarado, to return to the negotiation table.

“It does appear that matters in so far is trying to get in the formal Protocol are stalled and this is deliberate on the part of the Guatemalans, they had indicated that they wouldn’t do anything until the report comes out with respect to the death of the minor, it is my understanding that that report is going to be released fairly shortly my understanding, I would say as soon as that happens hopefully we can get the Guatemalans come back to the table and to some extend I suppose that will depend on what is contained in the report and I have no idea as to the contents but I can say with certainty that it is to be given to both governments fairly soon.”


According to PM Barrow, information is that the investigation is about to conclude and the results will be known shortly.
