There were also other cases of visas illegally sanctioned by the Ministry of Immigration. One such case reviewed during the hearing had the Chairman Senator Aldo Salazar ask, “how did that happen??!!”.

“She approves the VISAS for issuance but she did not issue the VISA, after she had finish approving a VISA application she sends it to the officer in charge at the VISAS section.”

“They were issued the VISA because behind the VISA application form where she normally signs, that spot that was there for her to sign was not signed, it was blank so that VISA were issued without her approval.”
