In Robinson’s testimony, you would have heard him mention that the Kim application was processed with speed because it was brought in by Minister Penner. The intimidating role of Ministers and political agents has been established in previous testimonies, and today we heard Robinson’s version of how and why immigration officers must give in to political pressure or suffer the consequences.

“Suppose I come you and I say, Mr. Robinson I am bringing my friend and I want him go get his documents quickly and you say ok minister I’ll do it right away, but I say to you the only thing I don’t have is his bank statements and I don’t have a recommendation letter, what would you tell me?”

“To be truthful sometimes it would depend on the level of whatever is missing, like if you have a picture, because all the pictures are supposed to be signed at the back, if you have a picture and it wasn’t signed at the back, we would say like ok we can start the data and you can take the picture to be signed at the back and bring it back but you have to bring it back before you get your passport or something like that and it would depend on the directive of maybe as high as the director would have to authorized that, we can’t personally say that because you say that we have to go check first   ”

“Ok so, if the director were to say to you Mr. Robinson the application is only lacking the signature on it go ahead and process it, would you follow that order?”

“I cannot follow that order from him because they can ask for assistance but they can’t order us we would have to seek maybe a supervisor or something…”

“Yes mom, it is how it is, it is your job on the line it is something that they can get done if you could just run out can get something done and it would be facilitating you as in not wait for you to run for the person and comeback like get everything else done because the JP signature is not something that needs to be put into the system that needs to be put into the form but we can’t finish the process without it on it so you still have to get that done before you get your passport.”
